Seppo Hlltt :The Higher Education System A path from Government Control towards an Open System

　　The development of the Finnish higher education system and policy is discussed from the 1960s to the present day. The emphasis is in the policy change of recent fifteen years as Finland formulated a challenging policy goals characterised by the integration of higher education and research policies to the economic policy goals. Today, the system provides study places to almost 70 percent of the age group. The relationship between Government and universities has radically been reformulated. The transition from a controlling Government towards facilitating Government and separation of universities from Government (since 2010) has had and will have extensive consequences to the higher education system. 

　　赫尔塔（Seppo Hlltt）教授：目前是芬兰坛培雷大学管理科学系高等教育组主任，是芬兰国家研究生教育委员会主任（高等教育管理，领导力和经济）。通晓英语，芬兰语，瑞典语和德语。他长期经常代表芬兰政府和教育部出访非洲和相关国家，是芬兰高等教育管理方面的首席专家。他是欧洲高等教育硕士项目委员会成员，非洲教育发展委员会高等教育工作组成员，还是高等研究委员会成员。曾经主持多项高等教育项目，比如欧盟和南非合作项目。他长期从事欧洲高等教育一体化和芬兰高等教育改革方面的研究。著述颇丰，代表论文Funding of Universities in Finland（1988），Cybernetic Institutional Management Theory and Practice（1997），Response of Finnish higher education institutions to the national information society programme（2000），From Ivory Towers to Regional networks in higher education governance.（2000），主要著作Towards the self-regulative university（1995)。2005/6年，他与我院的马万华教授同时被选为福布莱特新世纪学者，从此开始了与中国高等教育界合作。
